CGA takes a stand for labour mobility

The Certified General Accountants Association of Canada took on the Ontario Government in the Globe and Mail over the ability of CGAs to perform public accounting services in that province. The dispute has erupted as provinces and territories are pondering revisions to interprovincial trade rules to improve mobility for workers. The new standards will require anyone certified for an occupation in one province to be recognized as qualified in all other provinces without requiring additional training or testing.

CGA calls for new savings infrastructure program

CGA Alberta is calling on the Alberta Government to commit to developing a new savings infrastructure to prepare the province for the next economic up-swing.

"We have argued for many years that economies run in cycles and that governments need to prepare themselves by accumulating resources on the up side for the inevitable declines," said John Carpenter, MBA, FCGA and CEO of CGA Alberta. "While Alberta has created a sustainability fund for short term revenue variations and a capital fund to respond to some project needs, the tremendous hydro-carbon driven resources from the latest boom have largely been consumed in the political processes and are gone.  Remember this moment!"

Carpenter said the development of a defined savings infrastructure, enshrined in legislation, will ensure the money is "off the table" when provincial revenue next booms. The current economic climate, when the province is forced to run a deficit to maintain program spending levels, is the perfect time to enact this type of plan.

To highlight the trade-offs involved in the budget process and the impact of spending on long-term sustainability, CGA Alberta has developed an interactive budget analysis tool. Do you agree with the way Alberta is handling its budget?  Find out how your choices would affect the province's fiscal health and long term sustainability by altering key spending and revenue parameters.

In addition to the sustainability model, CGA Alberta has also prepared a simple forecast tool to underscore the disconcerting trend in per capita health expenditures in Alberta.  This chart maps historic per capita spending on health care in the Province and allows the user to extrapolate future spending growth based on a selection of historic spending growth rates.

In order to better understand the impact of provincial spending, demographic changes and long-term savings, CGA Alberta invites the public to check out its joint research project with the Alberta Chambers of Commerce: Vision 2020. This project presents a fiscal forecast model for the province focusing on the areas of sustainability and savings, with a view to quantifying how demographic changes are impacting our economic landscape.
